P40M Balikatan funds misused by ex-general

A Philippine Navy junior officer has blown the whistle on a retired general and other military officers for allegedly pocketing over P40 million in US funds for joint military exercises in 2007, according to inquirer.net

Navy Lt. Nancy Gadian revealed Wednesday that retired Lt. Gen. Eugenio Cedo, as chief of the Western Mindanao Command (Westmincom), used the month-long RP-US Balikatan exercises two years ago in Jolo, Sulu, as a "milking cow."
